The mind boggles... perhaps the guy was on the street because there are no curb cuts on the sidewalk? (a big case of "child abuse" in the US was like that, no sidewalks for the woman to get from bus stop to her house, she carried her kid in her lap, in the street. She was arrested for endangering her child, kid got taken away, etc...).
And even then, taking away the power chair of the guy is unconscionable.
That kind of stuf *really* piss me off.

i have been pulled over pushing along the street by the police before because i couldnt get up the curb! they just said"be careful this is a busy road, you should get some lights on your wheelchair" i put some bright florescent yellow spoke guards on, and florescent stickers on the frame on various places so can be seen. i did put lights on for a time, but such a pain taking them on and off all the time. dont bother now, just look around to make sure no police cars around now

It straps onto their arm or their bike with a strip of velcro. You could try the very same thing when you go on the road.

They do sell similar lights which do not flash.

At least you haven't been told that "you shouldn't be out in the street and you should be in a nursing home where people like you belong"... Like I was told by a city employee when wheeling in the street because the sidewalk was so clogged up with snow it was impassable... Boy was I angry!!! FWIW, the employee got a talking to by the boss, and all employees went through disability awareness training. Dunno that it helped any though... <shrug>
